What the table shows

Each row is one municipality and school district pair, the unit Pennsylvania uses for local taxes, with its six-digit PSD code. A town split between two school districts has two rows, and their rates can differ: part of Pittsburgh is in the Baldwin-Whitehall School District, where the resident rate is 1.5% instead of 3%.

  • Resident rate: the earned income tax of people who live there, the municipality’s rate plus the school district’s. The small figures under it show the two parts.
  • Non-resident rate: what the municipality charges people who work there but live somewhere else.
  • Local services tax: the flat yearly amount taken from people who work there, the municipality’s part plus the school district’s.

Your employer compares the resident rate where you live with the non-resident rate where you work, and withholds the higher one (DCED). The local services tax always goes by where you work. To see what that means for your paycheck, type the same places into the paycheck calculator, or use the rule step by step in Pennsylvania local taxes, explained.

Local tax rates by county

Each county has a page that lists every municipality and school district pair in it: the resident and non-resident rates, the local services tax with its exemption lines, the PSD code, and a link that opens the paycheck calculator for that place. The table below gives each county’s range, from the lowest rate to the highest. Philadelphia County is the City of Philadelphia, whose wage tax has a guide of its own.

Where the rates come from

The list is the Pennsylvania Department of Community and Economic Development’s register of local earned income tax and local services tax rates, which employers and tax collectors use (DCED tax register). We use DCED’s real-time register, which it refreshes nightly as municipalities and school districts report changes, rather than its twice-yearly official edition, because the official edition of June 15, 2026 still showed Philadelphia’s rates from before July 1, 2026. Our copy was last updated by DCED on September 17, 2026; we check it again before each new year’s rates take effect.

To find your own PSD code from your street address, use DCED’s Address Search. A mailing address can name a post office town that is not your municipality, so the address search is the surest way to be certain.

The highest rates

Most places have a resident rate of 1%, nearly always split as 0.5% to the municipality and 0.5% to the school district. The highest resident rates are in a few cities: Chester City (3.75%), Philadelphia (3.735%), Reading (3.6%), Scranton (3.4%) and Newville Borough (3.15%), followed by Pittsburgh, Mount Oliver and Wilkes-Barre at 3%. Harrisburg and Scranton also charge the highest local services tax in the register, $156 a year.

Most non-resident rates are 1%, 0.5% or nothing. A handful are higher: Philadelphia (3.425%), Newville (2.5%), Chester City (2%), Erie (1.65%), Beaver Falls and Hazleton (1.5%), Altoona (1.4%), Allentown (1.28%), New Castle (1.271%), York (1.25%) and Aliquippa (1.2%). If you work in one of these places and live where the resident rate is lower, you pay the work place’s rate.

What changed in 2026

Local rates change on January 1 and, for some, on July 1. In 2026, Upper Darby Township went from no earned income tax to 1%, Bethel Park’s total resident rate rose from 1.5% to 1.75%, Pittston City’s from 2.2% to 2.7% and Kingston Township’s from 1.55% to 1.84%, and about a dozen townships raised their local services tax to $52. On July 1, 2026, Philadelphia cut its wage tax to 3.735% for residents and 3.425% for non-residents, and Collingdale, Springfield Township in Delaware County and Liberty Township in Susquehanna County started a 1% tax.

Questions people ask

What is the most common local tax rate in Pennsylvania?

1%. Of the 2,619 municipality and school district pairs in DCED’s 2026 register, 1,813 have a total resident rate of exactly 1%, and the most common pair of rates is 1% with a $52 local services tax.

Which Pennsylvania towns have no local earned income tax?

75 pairs have a 0% resident rate, among them Lower Merion Township, which levies no earned income tax at all. Search for your town above; a resident rate of 0% means no local earned income tax for residents, though a non-resident rate may still apply where you work.

Can I download the whole list?

Yes. The link under the search box downloads every row as a CSV file that opens in Excel or Google Sheets, with the PSD code, the rates, the local services tax and its exemption amounts.

My employer withholds a different rate. Why?

Check which places are on your Residency Certification Form, and whether your employer uses where you actually work: if you work from home, your home is your work place (Philadelphia’s wage tax has its own rule for that: see the Philadelphia wage tax). A rate can also have changed since your employer last updated its payroll. If it still looks wrong, ask your employer’s payroll office, or the tax collector for your area.
